Begin wide. Blue crayon can cover the sea and open sky quickly, while a sharpened pencil is better for the ropes running down the mast and the narrow folds in each robe. Leave a few water lines white if the blues start to feel heavy. Then choose one bright color for Jesus so the eye lands there first.
